One of the project that started in the frameworks of “electronic government” development of the Republic of Kazakhstan is the “electronic licensing” system.

Through the www.elicense.kz you can apply for about 500 types of entrepreneurial activities in the field of industry, architecture and construction, export-import and others. The application is accepted and processed by the relevant state bodies.

Licensing on its own is sufficiently difficult procedure:

  • for accomplishment is not always familiar, is the license necessary to him, or the beginning of activity is always regulates by some other administrative procedure;
  • it is necessary to submit completely great quantity of documents (7-30 types of documents, among which are the identification/incorporation, and specific documents, confirming the applicant’s correspondence to the requirements for implementing the activity – qualification, material base availability);
  • in many cases to get the license is possible in Astana city or districtal center that afford the difficulties for citizen from other cities and districts.

“Electronic licensing” alongside with other components of “electronic government” just today allows to solve many of these problems.

Single point for users – “electronic licensing” portal (at that an applicant as before can address directly to the state agency or «State-owned corporation «Government for citizens» NJSC).

Also, taking into account the optimization of the licensing process, applications for all types of licensing in declarative form - "forms of information" - are launched. That is, this form enables applicants to fill in information manually and reduces the number of attachments of many required documents.

The Republic of Kazakhstan has a two-tier banking system. The National Bank of the Republic of Kazakhstan is the central bank of the state and represents the top (first) level of the banking system.

The tasks, principles of activity, legal status and powers of the National Bank of the Republic of Kazakhstan (authorized body) are determined by the Law of the Republic of Kazakhstan “On the National Bank of the Republic of Kazakhstan” and other laws of the Republic of Kazakhstan.

The authorized body regulates, as well as, along with its department, monitors and supervises banking issues within its competence and contributes to the creation of general conditions for the functioning of banks and organizations engaged in certain types of banking operations.

Regulatory functions of the authorized body in relation to banks and organizations engaged in certain types of banking operations are aimed at maintaining the stability of the monetary system of the Republic of Kazakhstan, protecting the interests of creditors of banks, their depositors and customers.

All other banks represent the lower (second) level of the banking system with the exception of the Development Bank of Kazakhstan, which has a special legal status determined by the legislative act of the Republic of Kazakhstan.

The rates of registration fees
The rate of registration fee for state registration (re-registration), state registration of termination of activities of legal entities (including in case of reorganization in the cases provided by Republic of Kazakhstan legislation), accounting registration (re-registration), removal from accounting registration of branches and representative offices – 6.5 MCI.
The zero rate applies if the state registration and registration of termination of activities of legal entities who are the subjects of small and average business.

When does a foreigner need to get an IIN in Kazakhstan?

In accordance with Article 74 of the Tax Code, an alien must obtain an IIN in the following cases:

  • opening a current account in Kazakhstani resident banks;
  • receiving income from sources in the Republic of Kazakhstan that are not subject to tax at the source of payment;
  • acquiring property in the Republic of Kazakhstan, which is subject to property tax, vehicle tax or land tax (that is, real estate, transport, land);
  • appointment of the first heads of resident legal entities (Kazakhstan legal entities), as well as heads of branches, representative offices of non-resident legal entities (foreign legal entities operating in the Republic of Kazakhstan.

Where can I apply for a foreigner to receive IIN?

In accordance with the Standard of the state service "Registration of taxpayers", applications are accepted and the results of the provision of state services are provided by the Tax Administrations of districts, cities and districts in cities, in the territory of special economic zones through information receiving and processing centers, and on the principle of "one window" using the e-government web portal.

What documents are required to obtain a foreigner ID?

In "On taxes and other obligatory payments to the budget (Tax Code)" Code of the Republic of Kazakhstan of December 25, 2017 No. 120-VI ЗРК. contains a list of required documents. These include:

Dates of issuing IIN

In accordance with paragraph 3 of Article 75 of the Tax Code of the Republic of Kazakhstan, registration of foreigners as taxpayers is carried out by the tax authority with the issuance of a registration certificate within 3 working days.

For state registration of the termination of a legal entity on the basis of liquidation, the following shall be submitted:

1) an application for state registration of liquidation of a legal entity in a form established The Ministry of Justice of the Republic of Kazakhstan;

2) the decision of the owner of the property of a legal entity or a body authorized by the owner or a body of a legal entity authorized by constituent documents, sealed by the legal entity (if any);

3) a document confirming the publication in official print media of the Ministry of Justice of information on the liquidation of a legal entity, the procedure and deadlines for claims by creditors;

4) certificate of cancellation of bonds and (or) shares and (or) report on the results of the redemption of bonds or a letter from the authorized body exercising state regulation of the securities market, about the absence of registered with the authorized body exercising state regulation of the securities market, issues of shares and ( or) bonds;

5) a document on the destruction of the seal of a legal entity (if available);

6) a receipt or other document confirming the payment to the budget of the registration fee for state registration of the termination of a legal entity, with the exception of legal entities that are small and medium-sized businesses;

7) constituent documents.

The state registration of the termination of activities of a natural monopoly entity is carried out by the registering authority with the prior consent of the authorized body exercising leadership in the areas of natural monopolies.

In case of revealing violations of the order of liquidation of a legal entity, as well as in the following cases:

  • the presence of branches (representative offices) of the legal entity being liquidated not taken from the account registration;
  • tax debt,
  • arrears of compulsory pension contributions and social contributions, or the refusal of the state revenue authorities to provide this information about the arrears in the event that such a legal entity fails to fulfill the tax obligation in the manner established by the Tax Code,
  • the registering authority makes a decision to refuse the state registration of the termination of a legal entity.

A legal entity is considered to have ceased its activities after entering this information in the National Register.

The state registration of the termination of a legal entity liquidated by a court decision shall be carried out on the basis of a court decision and a court ruling on the completion of liquidation proceedings.

In this case, the submission to the registration authority of the application for registration of liquidation is not required.

The registering body, on the basis of a decision and a court ruling on the completion of the liquidation proceedings, issues an order on the liquidation of a legal entity.

The registering authority, having received a decision on the liquidation of a legal entity, within 5 business days from the date of receipt of the documents:

1) verifies compliance with the procedure for liquidation established by the legislative acts of the Republic of Kazakhstan;

2) enter in the National Register information on the liquidation of a legal entity.

State revenue authorities, on the basis of information from the National Register of Business Identification Numbers, provide information on the absence (presence) of debt, which are recorded in state revenue authorities, on a legal entity that terminates the activity, or is denied submission of such information on debt in the event that a legal entity fails to fulfill its obligations in the order specified by the "Code" of the Republic of Kazakhstan "On taxes and other obligations payments to the budget” (Tax Code) and "Code" of the Republic of Kazakhstan“ About customs regulation in the Republic of Kazakhstan.”

3) issues an order on registration of the termination of a legal entity, cancellation of a certificate (certificate) of state registration (re-registration) and its exclusion from the National Register. If violations of the established procedure for liquidation of a legal entity are detected, the registering body shall issue an order to refuse registration of the termination of activity.

If a legal entity has not withdrawn from the registration of branches and representative offices that applied for registration of termination of activities, the registering body shall issue an order to refuse registration of termination of activities.

4) enter in the National Register information on the termination of the activities of a legal entity.

The originals of the constituent documents, as well as other documents submitted for registration of liquidation, are stored in the registering authority.

An application for state registration of liquidation of a legal entity shall be submitted to the registering authority no earlier than after two months from the date of publication of information on the liquidation of the legal entity.

If during the verification process no violations of the liquidation procedure were revealed, the registering authority within five working days following the day of filing the application for state registration of the liquidation of the legal entity with the necessary documents attached shall register the termination of the legal entity’s activities. The state registration of the termination of activities of a natural monopoly entity is carried out by the registration authority with prior consent of the authorized body exercising leadership in the fields of natural monopolies.

The state registration of the termination of a legal entity, liquidated by a court decision, is carried out on the basis of a court decision and a court ruling on the completion of the liquidation proceedings.

A legal entity is considered to have ceased operations after entering this information into the National Register of Business Identification Numbers.

West Kazakhstan region is located in the western part of the Republic of Kazakhstan and plays the role of the gate to the central and southern regions of the country and the countries of Central Asia.

Relief

The relief of the territory is flat. There are branched ridges of Syrt and Ural platos in the northern and north-eastern parts of the region. Hydrogeography

The Zhaiyk River (Ural) runs through the territory of the region, which is the major water supplement of the region. The region is rich for the mineral resources. Production of oil and gas is the major energy resource, Karachaganak oilfield is world’s one of the largest fields.

The center of the region is located in Uralsk.

The permanent population of the region as of April 1, 2018 was 646 089 people, of which 330.4 thousand people live in urban areas, and 313.5 thousand people live in rural areas.

The average population density in the region (per 1 sq. Km of the territory) is 4.0 people.

Uralsk is an administrative, industrial, historical and cultural center of the West Kazakhstan region.

The city was founded in 1613 and is located in the northern part of the Caspian lowland, in a picturesque steppe plain. Industrial output was produced by KZT 769.0 bn. The index of physical volume was 98.0%, including:

in the mining industry - 688.3 billion tenge, 96.9%;

in the manufacturing sector - 56.6 billion tenge, 117.2%;

in the industry, electricity, gas, steam and air conditioning - 21.6 billion tenge, 107.1%;

in the industry, water supply, sewage system, control over the collection and distribution of waste - 2.5 billion tenge, 140.8%.

The volume of gas production was 7041.1 million cubic meters. m, which is 1.1% less than the corresponding period of 2017, gas condensate - 4337.1 thousand tons, or 1.9% less.

The volume of production of oil products amounted to 9289.4 million tenge, which is 17.9% less than the corresponding period in 2017.

The production of gas oils decreased by 63.0%.

The volume of production of finished metal products amounted to 3815.0 million tenge, which is 1.6 times more than the level of the corresponding period of 2017. The production of grinding balls increased by 28.9%.

The volume of production of the metallurgical industry amounted to 7107.7 million tenge, which is 1.6 times more. The production of ribbed sheets of non-alloy steel increased by 56.1%, pipes of different diameters, hollow seamless steel profiles by 1.6 times.

The volume of production of other non-metallic mineral products increased by 51.4% and amounted to 3343.3 million tenge. The production of concrete goods increased 2.8 times, of concrete products - by 4.3%.

In the machine-building industry, the output was 12739.2 million tenge, which is 1.7 times more.

Produced food products for 16606.7 million tenge, which is 29.9% more.

The production of canned meat increased 2.2 times, meat and offal food - 4.5 times, fish, cooked or canned - by 25.7%, flour - by 42.8%, processed milk and cream milk - by 21% , 1%, fresh bread - 7.9%, pasta, noodles, couscous and flour products - by 4.0%.

The production of cheese and cottage cheese decreased by 39.9%, sausages - by 9.7%.

Within the framework of GPIIIR and the Industrialization Map in 2018, 6 projects worth KZT 3.0 billion are being implemented, with the creation of 154 jobs, including:

Production of meat (in live weight) was 23.6 thousand tons, or 112.0% against the level of January-April 2017, milk - 39.6 thousand tons (101.2%), eggs - 56.9 million ( 120.5%).

As of May 1, 2018, in comparison with the corresponding date of 2017, the cattle stock increased by 7.8% (including cows - by 2.9%), goats - by 2.6%, horses - by 13.1%, birds - by 42.2%.

Commodity circulation (trade)

The volume of retail trade turnover amounted to 93.9 billion tenge, the index of physical volume to the level of the corresponding period of 2017 - 101.0%.

Prices. The overall inflation rate was 102.0% (the republican indicator was 102.2%).

Prices for food products increased by 2.8% (republican index - by 2.8%). The prices for bakery and flour confectionery rose by 1.0%, tobacco products by 1.4%, pasta by 3.3%, alcoholic beverages by 3.6%, meat by 4.3% fish and seafood - by 6.8%, fruits and vegetables - by 8.0%, potatoes - by 10.8%. The prices for sunflower oil went down by 1.2%, black tea - by 8.5%, buckwheat - by 16%.

The index of prices for non-food products amounted to 101.7% (republican index - 101.7%). The prices for clothing and footwear, pharmaceutical products by 1.7%, washing and cleaning products by 1.8%, other items, appliances and personal care products by 3.1%, newspapers and periodicals by 2.5% increased %, solid fuel - by 2.6%, cars - by 4.4%. Gasoline went up by 0.8%, diesel fuel - by 0.9%.

Prices and tariffs for paid services amounted to 101.2% (republican index - 101.9%). The services of preschool institutions went up by 2.5%, rent for housing - by 3.4%, the tariff for gas transported by distribution networks - by 3.6%, hairdressing and beauty salons - by 3.8%, postal services - by 4.3%, housing costs - by 5.2%, legal services and insurance services - by 6.0%, outpatient services - by 7.4%. Rail passenger transport services rose 1.0%, passenger air transport services fell 6.7%.

As of May 1, 2018, the number of operating entities in the sphere of small and medium business amounted to 38.7 thousand units, which is 4.4% more than the corresponding period of 2017.

As of January 1, 2018, the number of employed in small and medium-sized businesses is 112.9 thousand people, which is 5.6% more than on January 1, 2017.

The subjects of small and medium-sized business in January-December 2017 produced goods (works and services) by KZT1404.9 billion or 102.8% against the corresponding period of 2016.

In 2018, under the Unified Program "Business Road Map 2020", 1618.7 million tenge is provided for the support of private entrepreneurship, including 1 477.7 million tenge for subsidizing the interest rate for loans, and a partial guarantee of 94.0 million ., tenge, grant financing - 47.0 million tenge.

The Regional Coordination Council of the West Kazakhstan region approved 13 projects worth 1.1 billion tenge in January-April 2018.

In addition, in the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship, 5.0 billion tenge is provided for the promotion of entrepreneurship development.

Finances

89.7 billion tenge was collected to the state budget (108.0% to the forecast), which is 5.0% less than in January-April 2017.

Revenues to the national budget amounted to 59.7 billion tenge (97.3% of the forecast), which is 11.6% less than the corresponding period of 2017.

The local budget received 30.0 billion tenge (138.5% of the forecast), which is an increase of 11.7%.

The tax arrears as compared to January 1, 2018 (including past years) increased by KZT 874.6 million and amounted to KZT 4,515.0 million, including KZT 3537.8 million on the republican budget (by 472, 4 million tenge more), local - 977.3 million tenge (by 402.2 million tenge more).

Labor market. As of May 1, 2018, 6114 people are registered with employment agencies, the share of registered unemployed in the economically active population was 1.8%, which is 2.0 percentage points higher than the level of the corresponding period of 2017.

As of May 1, 2018, 2547 jobs were created, including 551 in agriculture, forestry and fisheries, 14 in industry, 368 in construction, 114 in transport and storage, wholesale and retail trade, repair of cars and motorcycles - 156, education - 292, health and social services - 64, other types of economic activity - 290, temporary and seasonal - 608. Of the total number of created jobs 1747 (68.6%) - created in rural areas.

A total of 4150 people were employed, including 957 under the Program for the Development of Productive Employment and Mass Entrepreneurship.

For paid public works, 2,539 people were sent.

To help employment of graduates of technical and vocational education institutions, post-secondary and higher education, 611 people were sent to youth practice, including 398 people under the Program for the Development of Productive Employment and Mass Entrepreneurship.

774 people are employed in social workplaces, including 559 people in the "Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021" Ebek ".

The total number of poor families as of May 1, 2018 was 6859 and compared to May 1, 2017, increased by 6,485 families.

The average monthly salary in January-March 2018 was 145,999 tenge, which is 10.4% more than the corresponding period in 2017.

Education. The network of educational institutions in the region is represented by 391 schools (98764 students), 387 of them state (98682 students), non-governmental - 4 (82 students). There are 380 daytime (97,710 students), 4 evening schools (351 students) and 3 special schools (621 students).

There are 185 kindergartens, 59 "school-garden" complexes and 246 mini-centers in the region. The coverage of children from 1 to 6 years is 30.0 thousand children or 74.2% of the total number of preschool children, from 3 to 6 years - 99.9%.

The availability of additional education is provided by 57 out-of-school institutions with a total contingent of 58,300 students, which is 59.6% of the total number of pupils in the region's schools.

There are 3 PMPK (psychological-medical-pedagogical consultation), 12 offices of psychological-pedagogical correction.

To date, there are 164 children in 126 families in foster care.

The network of organizations of technical and vocational education is 38 units with a total contingent of trained 19.1 thousand people, including 27 - state, 11 - non-state colleges.

The budget of the education sector in 2018 was 57.6 billion tenge.

In schools there are 14073 computers, taking into account computers in multimedia cabinets, computer equipment provides an average of 7 students per computer.

Health care. The network of state medical organizations of the region as of May 1, 2018 is 40 legal entities.

In the region there are 1,723 doctors and 6,270 medium-level medical workers (MZSR system).

There are 3520 budget beds.

In January-April 2018, compared to the same period in 2017, infant mortality declined by 3.8%, the incidence of tuberculosis - by 3.5%. For the reporting period, 1 case of maternal mortality was registered.

The healthcare budget for the year 2018 was 4.1 billion tenge, including targeted transfers of the national budget - 0.9 billion tenge. Funds for the guaranteed volume of free medical care amount to KZT29.5 billion.

Culture and sport.

The number of cultural and art organizations is 738 objects, including 388 libraries, 275 city, district, rural houses of culture and clubs, 5 autoclubs, 28 cinema installations, 21 museums (including 2 state ones), 1 exhibition hall, 3 cultural parks and recreation, 8 cinemas (including 3 - non-state), the regional Inspectorate for the protection of historical and cultural heritage, the regional Center for History and Archeology, the Regional Center for Folk Art, the Youth Creative Center and the Center for Culture and Art. The number of sports facilities in the region is 1567 units, including 3 stadiums, 1 sports palace, 6 swimming pools, 13 sports complexes, 275 sports halls, 2 sports arenas, 6 ski bases, 2 rowing bases, 101 shooting galleries, 984 flat structures, 151 adapted gyms, 20 tennis courts, 3 hockey courts.

In the region there are 23 children and youth sports schools and a training center for the Olympic reserve, a regional school of higher sports skills, a regional specialized boarding school for gifted children in sports, 11 sports clubs, of which 3 are professional clubs (Akzaiyk Sports Club JSC, JSC "Football Club" Akzhayik ", SCC" Volleyball Club "Zhayyk").
